New components for video editing + games

I would now like to replace the core of my computer after a while i.e. CPU, mainboard, RAM, GPU and hard drives.
Especially with the GPU and especially the CPU, I could use some experience :)

I currently have:

Ryzen 5 3600
16 GB DDR4-3200
RX 5700 XT
1 TB MX500
Be calm! Dark power is 13,750 watts
Noctua NH-D15S
Corsair Airflow 4000D

The power supply, CPU cooler and case were only recently purchased and should remain that way.
I also have to add a 4K screen, for now I still have 1080p :)

A computer should be used for everything, such as gaming, photo editing, software development in VMs, and so on.
For example, I’m playing MS Flight Simulator 2020, to name a specific thing.
Some time ago I bought a new camera and would now like to devote more time to shooting in addition to photography.
Unfortunately, I don’t know what hardware I really need. I am currently shooting in 4K 10-bit 4:2:2 H.264 with a Sony A7 IV and would like to watch videos. Editing in DaVinci Resolve, at least that’s what I started with.

My thoughts:

CPU: i7-13700K, Ryzen 7 7800X3D or Ryzen 9 7950X3D?
Ryzen seems to be more economical and easier to cool, but now I’ve read that only Intel can decode 4:2:2 videos in hardware (Quick Sync). How important is that?
The 7800X3D would be perfect for gaming, but it “only” has 8 cores and no single core super performance. The i7 is actually the perfect mix for gaming and app performance, but it takes so much more than that and I can’t replace it in a few years without changing the motherboard. The 7950X3D can do everything, but of course it is more expensive and the question of 4: 2: 2 decoding is still problematic.

GPU: RX 7900 XT (X) or Geforce 4080 16GB? I guess I can’t really fault any of them and they might be waiting for a good offer. Hopefully my 750 watt power supply is enough for everyone, practicable?

ram: It should definitely be DDR5, either 32GB or 64GB. I would probably take a kit with a good P / L ratio that supports at least DDR5-5600 with the lowest possible latency.

Motherboard: For AMD I would probably take a B650E (eg Asus ROG Strix B650E-F Gaming WIFI), for Intel a B760 (eg MSI MAG B760 Tomahawk WIFI).

SSD: Somehow 2-4TB NVMe with TLC-NAND is currently leaning towards the Samsung 980 Pro.
