If you installed preview build KB5036980 or later on April 24, 2024, you may not be able to change the profile picture of your user account.

When you try to change your profile picture by selecting “Settings” → “Account” → “User Information” → “Choose a file” → “Browse files”, the error “0x80070520” may be displayed.

Microsoft has not provided a workaround.

Microsoft is working on the issue and plans to fix it in a future update.
