I agree that for the work computer you depend on, you should purchase a workstation with the appropriate support.
Regardless, the word “silent” in many cases is synonymous with “(acoustic) isolation”, which unfortunately usually also kills the airflow.
For a pure desktop that doesn’t require anything (eg not an office where the computer displays 3D models 24/7, but rather an office where two sessions of SAP R/3 are running and a few tabs in the browser ), is fine, if it should be quiet.
For PCs that are supposed to do something really well, especially with the 12900K (F), this is nothing when the CPU is fully loaded.
If you didn’t buy a finished workstation anyway, get a mesh case (or Fractal Design Torrent, which isn’t a pure mesh case for me personally, but cools excellently), pack it full of quality fans and run at speeds you can’t or hardly notice.
For example (actually just an unmodified example) 5 Noctua NF-A12 * 25 and let it spin at 800 rpm in a fractal torrent. It is usually quieter and cooler than anything that is secluded or has the word “silent” in the name.

To name a fixed idea that doesn’t bother planning too much:
- Fracta Design Torrent (or a good netbox)
- Noctua NF-A12x25 (5 to 6 at low revs)
- RTX 3080 Noctua version
- Plus, a smart cooler (I’m assuming an expensive DR4 Pro, or Noctua NH-D15)
With water cooling, the CPU may cool more quietly in some cases, but: Don’t use a productivity system. Air coolers are simply safer than malfunctions.
One failure on a time-sensitive project is enough. Then the proverb hits k **** on steam.
