SpaceX plans to launch its massive Starship rocket into orbit and then capture it in midair as it falls to Earth, keeping it intact for future missions. This comes after SpaceX's dispute with the Federal Aviation Administration (FAA), including a proposal to impose civil penalties on the company of more than $600,000 over what the agency claims is a failure to follow licensing requirements.
